【摘要】:Voluntaryforestcertificationsystemshavebecomeanimportantfactorinpromotingsustainableforestmanagement.Thestandardsinusearehighlyvariable,however.Evenwithinafamilyofstandardswithacommonlabelthereisthepotentialforwidevariationsinpractices.Thispreventsproducersandconsumersfromusingacertificationlabeltocharacterizeproductsaccordingtoaspecificsetofqualitiesorvalues.Thispracticecreatesaframeworktodifferentiateproductsbasedonasetofqualitiesandvaluesidentifiedasimportantinthemarketforwoodproducts.Thispracticeisintendedtobeusedbyproducers,distributors,retailers,orconsumerswhowishtounderstandwhereaproductfitswithinthreecategories.Ataminimum,theuserwillneedtoknowthegeographicoriginofthewoodgoingintoaproductandwhetheritislabeledorotherwisecertifiedtoaprocurementsystemorchainofcustodybasedonavoluntaryforestmanagementorcertificationstandard.Producerswhowanttousethispracticemustbeabletoidentifythegeographicoriginofthewoodtoatleastthelevelneededtosupporttheclaimstoconsumersassociatedwithagivencategoryanddescribedin6.1.1.1Thispracticesetsforthminimumcriteriaandevaluationrequirementsforproductsemployingtheuseofdifferentsystemstotracewoodfibertosourcesoperatingunderdifferentforestmanagementorforestcertificationsystems.1.2Thepurposeofthispracticeistoprovidewoodproductsmanufacturers,distributors,andretailerswithasystemtoprovideclear,objectiveinformationtocommunicatetoconsumersregardingproductconformancetodifferentwoodfibertracingsystemswithinspecificforestmanagementorforestcertificationprograms.Itprovidesastructurethatsegregatesthedifferenttypesoflabelsandtracingsystemsinuseamongmajorforestcertificationstandardsandothervoluntaryandregulatorystandardsgoverningtheproductionofforestproducts.Note18212;Theprinciplesinthispracticeapplyinternationally,providedthattherequiredinformationisavailabletosupportcategorization.Forexample,productscertifiedtothegloballyrecognizedforestcertificationstandardswillmeetthex201C;CertifiedSourcesx201D;categoryregardlessoftheirorigin,anddocumentedriskassessments(notedinAppendixX5)providethebasisuponwhichrawmaterialssourcedfromCanadaandtheUnitedStatescanbedeemedtomeetthex201C;LegalSourcesx201D;category.TocategorizerawmaterialssourcedoutsideofCanadaandtheUnitedStatesasx201C;LegalSources,x201D;itisrecommendedthattheadoptingentitydevelopsupplementalprovisionstoaddresscountry-specificissuesasneeded.1.2.1Thispracticeprovidesanobjectivebasistodifferentiateamong:1.2.1.1Non-controversial(thatis,legal)sourcesofforestproducts,1.2.1.2Responsiblesourcesofforestproducts(thatis,non-controversialsourcestogetherwithcertifiedprocurementsystemsorfromforestsmanagedusingresponsiblepractices),and1.2.1.3Certifiedsourcesofforestproducts(thatis,non-controversialsourcestogetherwithcertifiedchainofcustody).1.2.2ThispracticeisintendedtoprovideaframeworktohelpwoodproductvendorsidentifythecompetentandreliableevidenceneededtosubstantiateproductclaimsasrequiredbytheU.S.FederalTradeCommissionx2019;sGuidesfortheUseofEnvironmentalMarketingClaims(alsoknownasx201C;
